For the last two years, the district leaders claimed that this money sent by the ministry of education to support the education of learners has not been corresponding to the actual enrollment in the district.
Arua district education officer Marino Acia says they were advised by the central government but funds released do not correspond to the enrolment submitted to the education ministry.
The chief administrative officer of Arua Donath Eswilu says this trend is continuing because follow-ups were never made.
He added that ministry of finance has required in the budgeting tool enrolment should be indicated per school including the names of Parents but also the challenge comes when they tell you there is a budget shortfall.
However, while interfacing the MPs of local government accounts committee, the chairperson of the committee Judith Akello blamed the districts for this problem saying they have been comfortable because they failed to follow up after mentioning the problems.
Many other districts in West Nile are said to be facing the same challenge and according to the local government accounts committee of parliament other districts manipulate their school enrollment deliberately to increase the capitation grant. End
