Arua city council has approved the nomination of Ms. Tiperu Grace as a member of the city service commission by the council executive committee to replace the fallen former Ayivu county Member of Parliament, late Margaret Angufiru, ahead of the city’s upcoming recruitment.

Ms Tiperu Grace is a resident of Ayivu division who retired as a primary head teacher from Arua district.

Since the demise of late Hon. Margaret Angufiru in October this year, Arua city service commission has remained with only four members.

The blessing of the nomination of Ms. Tiperu attracted lengthy discussion among the councilors who sought her presence to ascertain her physical ability for the position.

But Arua city council deputy speaker, Rt. Hon Fred Tabu while presiding over the session admitted that the questions presented are to seek integrity and believes that the nominee is qualified to fill the gap.

“Unfortunately, it’s a special case that we lost one of the members, therefore the gap cannot be left vacant, it’s upon this background that this particular person who has been presented to you has been nominated to fill the gap, so I believe she is ably qualified for that position,” Tabu assured.

Since the creation of Arua city in 2020, the city council has been running without some senior staff especially heads of departments prompting the city on October 16, 2024 to write to the ministry of public service seeking recruitment for some senior officers.

David Kyasanku the Arua city town clerk confirmed that now the recruitment has been authorized.

“We have received permission to recruit, we have been under pressure to have all the heads of departments filled so that the council can function well, we have been permitted both by ministry of local government, ministry of public service and ministry of finance, we are recruiting the chief finance officer, the city planner, city commercial officer, a medical officer, anesthesia an officer and also an theatre officer,” Kyasanku disclosed.

Constituted as a five member committee under Cap 243(4) of the local government act as amended, the city service commission is mandated to conduct recruitment of new members of staff.
