OVER 2600 CIVIL SERVANTS TRAINED IN OYAM ON HUMAN CAPITAL MANAGEMENT SYSTEM

Over 2600 civil servants in Oyam district have undergone a two Days Human Capital Management (HCM) System training.
Joseph Zirimenya Principle IT officer in the ministry of Public Service who was among the facilitators rolling out this HCM training explained that Human Capital Management System HCM is a new system in government which will take over the Management from the old System known as Integrated Personal payroll System (IPPS).
He said the training was successful however some meagre challenges including limited Internet access and some people who are still opposed to change, highlighting that a number of civil servants in Oyam are still using manual phones which does not support the new system calling upon the public servants to adopt the new system to improve efficiency and accountability in public service.
Hon Christ Ongom the LV 5 Vice Chairperson of Oyam district appreciated this new system saying it will make the work more easier for effective service delivery however he also revealed that so far 360 civil servants including some political leaders are now affected in Oyam during this ongoing changes calling upon the public servants and politicians who are on payroll to be confident by embracing digitalization.
Francis Ayo the Acting Principle Human Resource officer of Oyam said the two days training held at Acaba technical School was so successful with over 2600 civil servants in attendance including teachers, health workers and others attracted from across the entire district calling upon the trainees to embrace and adopt these new system to ease their work.
Jimmy Awich the head teacher of Abang primary school in Myene Sub county praised this government initiative, however he highlighted a number of challenges experienced during the training including lack of enough space as well as poor Internet coverage calling upon government to roll out this training to lower administrative units like sub counties and town councils to serve other people who might have missed due to unavoidable circumstances.
On the other hand, Denis Ongom another participant who is a teacher of Alyec primary school appreciated Human Capital Management System saying it is more flexible to people with smart phones compared to the old System urging colleague teachers with manual phones to get smart phone so that they can be current in terms of changes.
Currently government is conducting countrywide training of public servants on human capital management system to improve services delivery to its people.
