LANDS MINISTRY APPROVES SEVEN DISTRICT PLANS IN WEST NILE

The ministry of Lands Housing and Urban Development has approved Physical Development Plans of Seven Refugee Hosting districts in West Nile Region.
 
This according to the ministry officials is to promote organized developments.
 
Obiga Kania the state minister in charge of Urban Development in the Ministry of Lands Housing and Urban Development who handed over the plans tasked the district leaders to make proper use of the plans for the ultimate goal of organized developments.
 
“The support towards Physical planning of the seven districts in West Nile Region came as a result of an unprecedented influx of refugees in the country at large but also the need to ensure orderly and special developments in the districts. There was need to guide activities of refugee actors towards sustainable development infrastructure in general.”
 
Current statistics form Ministry of Lands Housing and Urban Development indicates that only 16 districts across the country now have the Physical development plans approved of which 11 are refugee hosting and 7 of the eleven including Adjumani, Moyo, Yumbe, Terego, Madi Okollo, Obongi, Koboko are in West Nile Region.
 
Zumura Maneno the Obongi woman Member of Parliament stretch that the physical development plans have come timely especially for the newly created district to ensure orderliness.
 
“Like for Obongi district, Terego district and Madi Okollo district, it is a big bonus for us because we are still new and we have received the plans at the right time, let’s go and implement them.”
 
Meanwhile Emmanuel Matua a Physical Planner at Ministry of lands Housing and Urban Development challenge Local governments to increase financing for planning unit.
 
“Physical Planning is a decentralized function and therefore local government finances are supposed to be used for implementing these physical development plans.”
 
Whereas, Samuel Hashaka Mpimbaza, the Obongi Resident District Commissioner encourage districts to open up doors for investors to spur district developments.
 
“Districts that have developed in this country are those that invite investors, if you don’t invite investors, most times things don’t work out.”
 
In order to respond to the funding gaps towards the implementation district Physical Development Plans, Ministry of Lands Housing and Urban Development is currently piloting a Physical Development grants in 40 selected districts among which three districts in West Nile Region including Nebbi, Yumbe and Maracha are part.
