The Forum for Democratic Change (FDC) has called for independent audits of government ministries, departments and agencies to address what it described as widespread corruption and shoddy work in the implementation of public projects.

Kaps Fungaro, the FDC deputy president for Northern Uganda and Shadow Minister for Security, said independent people who are difficult to bribe should be brought in to scrutinise government projects and operations.

Speaking to journalists at the FDC offices, Fungaro said the government should consider using people outside the established government structures, including university students and other independent researchers, to monitor projects and report cases of misuse of public funds.

He said their findings should be acted upon without allowing those carrying out the investigations to be compromised.

“Many government entities have been reported with a rot in the system. The entire system needs to be put down and rebuilt, right from the grassroots,” Fungaro said.

He argued that independent audits could help expose corruption and poor workmanship in government projects before public resources are lost.

Fungaro also called on Parliament to give opposition leaders greater powers to conduct oversight, saying the opposition needs sufficient room and resources to scrutinise government programmes and hold officials accountable.

He alleged that corruption involves a network of politicians, government officials and contractors who work together to divert public resources.

“There is a racket of politicians who are practising corruption right from the high-ranking officers to the contractors,” Fungaro said.

He said some of the alleged corruption occurs during the implementation of government projects, particularly through compensation of Project Affected Persons (PAPs), where funds can be manipulated before reaching the intended beneficiaries.

Fungaro urged Ugandans not to give up on demanding accountability from government, saying citizens must continue monitoring public programmes and questioning the use of public resources.

He also called for stronger powers for councillors and other local leaders, arguing that grassroots leaders are better positioned to monitor government programmes and identify problems during project implementation.

Fungaro said empowering local leaders, alongside stronger parliamentary oversight and independent audits, would help strengthen checks and balances and improve accountability in the use of public funds.
