Arua District Embarks on Land titling for development
By Sabir Musa
Arua District Local Government is in plan to register and title all the lands offered by community for construction of schools and health centres among other government established institutions. The district leaders confirms that many of these institutions constructed on lands offered by community are facing challenges of land-ownership hence affecting service delivery.
Milly Nakimuli, acting Arua District Planner, says such lands will be titled to protect the institutions. “It is a requirement that all developments should be implemented on piece of land that is owned in the names of government. There are public lands that were donated to the local government but sub counties are finding trouble in titling some of these lands especially those donated by religious bodies” Milly explains.
Most of the affected institutions battling landownership are schools and health centres, and most of them were built on lands offered many years ago.
Paul Bishop Drileba, Arua District Health Officer, says land wrangles are the major challenge faced by the health department.
Meager allocation from central government is also a challenge cited by District Chairman, Alfred Okuonzi, as a hindrance in achieving some of the plans.
“Over the years, government releases to the district kept dwindling but we were able to bridge the gap with support from partners and friends of the district” Okuonzi said. The plans of titling the lands is expected to be financed through district’s budget for next financial year 2023/2024.
