ARUA CITY RECEIVES OVER SHS.10 BILLION FOR SERVICE DELIVERY

Arua city council has received over 10 billion shillings from central government to aid service delivery.
As per a twin communication from the town clerk and the chief finance officer dated 17th April 2025, to all heads of department, division town clerks and the office of the President Arua city, the accounting officers confirmed the receipt of 10,149,423,000 for the fourth quarter under the ending financial year 2024/2025.
A huge share of the funds worth 8billion shillings goes towards payment of salaries, pensions and gratuity while the remaining portion of 2 billion is for service delivery.
Charles Kabiri the deputy town clerk Arua city explains that the salary covers 3 months from March, April and May whereas the operational funds are meant for critical services and encourages the residents in the city to hope for improved service delivery.
“Arua city council received Central Government transfers worth 10 billion shillings and this is basically for wage, whereas the moneys that are for development will definitely be warranted to different sectors and expect good service delivery from Arua city.” Kabiri explained.
According to the break down, a total of 414.67 Million shillings will be spend on payment of gratuity, 439.064 million shillings for Pensions and 6.856 Billion for Staff Salaries.
On the other hand the city is expected to spend 250,000,000 shillings on road works and this is part of the 2.439 billion shillings non- wage for service delivery.
Whereas Salim Komakech the Arua Resident City commissioner warns civil services over laxity and underperformance.
“These salaries, you’re receiving them in order to serve the public well, I want to put to notice that they’re some civil servants who do things in a leisure fare way, we will come for and expose you and we will also make it hard for to feel that you’re not cheating the government and the public who pay the taxes.” Komaketch warned.
On April 8, 2025, Ramathan Ggoobi, the Permanent Secretary and Secretary to the Treasury communicated that the government had released 19.79 trillion Shillings for the fourth quarter (April to June) of the 2024/25 Financial Year and implored accounting officer to transparently communicate their receipts at their local governments and ensure public accountability for the funds.
