Arua City

Arua district council has enacted a law to decisively address children involvement in sexual related offences including commercial sex in a bid to promote morality and improve academic performance.
 
The ordnance titled Arua District Education Ordinance 2024 comes to repeal the 2008 Arua district Education Ordinance in accordance with the Relevant National laws including the employment act, children’s act, the human rights act among others which aims to regulate children’s right to education, play and leisure access as well as instill discipline and moral upbringing of children.
 
Candini Luiji the mover of the motion during an extra ordinary council sitting at the district’s council hall explained that Arua district that lies along the border with the Democratic Republic of Congo witnesses surge in sexual exploitation of school age going children by truck drivers and wealthier people for money.
 
According to Candini who is also the secretary Social Services Arua district Council once the bill is cleared by Attorney General the district council will first sensitize the communities before its implementation takes off.
 
“You’re Aware we have children in commercial sex, we have engaging in commercial sex with children, all these now the ordinance will bur and anybody who does this will face the charges.”
 
Section 28 of the draft law prohibits children involvement in any act of sexual behavior, employment as well as social gatherings that tend to divert their attention away from education and provided for a jail term of not more than six months or a fine of 2 currency points.
 
The district councilors unanimously Okayed the enactment with caution about the implementation which some councilors say must be done without compromise for better results.
 
Lawino Single Buatre the Arua district speaker appreciated the councilors for their inputs and warns parents to ensure children grow in a holistic manner through education cycle.
 
“We want this law to address the issues so that all the children go to school, they must remain in school and they must be able to complete school.”
 
Among other factors for the deteriorating education quality that the law seeks to address including disco operations, night markets, brewing and sale of alcohol in teachers quarters.
