A section of leaders in Moyo district local government have faulted Zhongmei engineering construction company limited contracted to  construct Koboko Yumbe Moyo road and other security agents for theft of fuel during the process.

This follows a district engagement meeting on Thursday March 20, with the contractor and World Bank for assessment of the progress of the project and risks encountered.

Mr. Chandiga Ceaser the chairperson Moyo town council during the meeting said the theft of the fuel is overwhelming and accused the contractors of negligence of their duties.
“This is fuel yet, it has not reach to cement, imagine if cement starts coming here!, there is total failure of internal measures from the contractor and we cannot push these things to someone who has already shown failure in controlling what is within his means.” Mr. Chandiga said.

Mr. Gore Goffin the RDC for moyo district equally faulted the contractor for having internally a loose system of administration to protect their fuel.

“The leakage is inside, the people you have employed, your systems are not okay now you can easily blame other people, but we don’t want that fuel to go not only fuel but every material meant for the project.” Mr. Gore said.

The 103 km road that links the three west Nile districts had been commissioned by the prime minister of Uganda Rt. Hon Robinah Nabanja on May 17, 2024 from Yumbe district.

Mrs. Pamela Kusimba, the communication officer for Koboko Yumbe Moyo road project says they are yet investigating how the said fuel disappears but appealed for calm.

“I appeal to the public to avoid stealing fuel because this impacts the operational cost of this project, it impacts the coast of the work because if you steal the fuel it means the contractor doesn’t have the resources.” Mrs. Pamela answered.

The engagement meeting with the contractors and World Bank for assessment of the progress and risks of the project is a quarterly engagement to ensure the smooth activities of the project.
