Normal operations at the outpatient department OPD, of Arua Regional Referral Hospital was brought to a standstill on the 14th October 2026 following a visit by the state minister for heath and general duties Hon Anifa Kawooya Bangirana who questioned the quality of services delivered at the department.
The minister suspended two hospital staff on indiscipline casa, handed two of the staff to the DPC of Arua over impersonation, dismissed leave for two other staff who were on leave and charged about six more staff on allegations of insubordination and absenteeism from duty.
“The patients are crying down here, the patients are here. I have said your leave is cancelled immediately, you are supposed to be on duty you are an impersonator, and you go off. If you are not on duty and they should not have indicated that you are on duty. Whoever indicated you must also make a statement. when we come they say they are ten people on duty, they said you are for physiotherapy then you asked for sick leave, for you are you go for impersonation.” the annoyed Minister Anifa ordered the staff.
Hon Anifa who came to attend the inauguration of the Hospital Management board during a general visit to the facilities within the hospital had her attention diverted into service delivery at the OPD when she found many patients unattended to.
Rahuman Khemis Jabir who brought his sick Father for treatment at the hospital expressed frustration before the minister having waited for long without been attended to;
“Generally we are just dyeing because of poor attention, you may come here at six in the morning, you go back home at six in the morning they cannot attend to you. Others, they may attend to you, they write for you medicine and tell you to buy in their pharmacy outside there. Is it that the government is not taking care of its people or the number of doctors is not enough?” angry Rahuman questioned.
The minister warned against issuing leave to majority of the senior staff at the hospital leaving patients unattended demanding for a proper system of awarding leave for the staff.
“We have had all monies injected here to ensure we give the right services for emergency, we are trying to ensure we make call centers. I will not commission buildings when the services are not there.” She noted.
“We shall not talk about wage when the people who are supposed they are on wage they are not there. All leave must be broken down as long as they get their thirty days, I am not saying I am taking away your leave obligations; I am saying break down the leave days. The wards are empty.
This visit has come at a time when many service seekers at the regional referral Hospital have alleged charges by the hospital staff on services that are supposed to be free of charge, delays on attending the patients among others.
