REFUGE LEADERS IN PALORINYA PLAN BY-LAWS ON OPENING OF DRINKING JOINTS

Following the Ministerial order from the ministry of local government that bars and drinking Joints should open from 3 pm with hopes of regulating the rampart alcoholism in the country, Refuge leaders in Odraji village zone one Palorinya refugee’s settlement Obongi district are in plans to set byelaws to regulated the sale of alcohol in the settlement while giving different reactions on the directive.
Duku Mike the RWC one chairperson Odraji village unit E says they are planning to have their own byelaws in the settlement following the hardships the refugees are going through.
“We practically in Odraji village need to have our own byelaws and call for community meeting and then we agree on the byelaws. This will help fight alcoholism” Duku stated
He says people are brewing the local brews for several reasons as they have their children to pay in schools and they are not receiving needed monthly food ratios.
“It makes life hard to say we don’t want bars in the settlement or it should not be opened in the morning” Duku disclosed.
Wani James a local expresses himself saying it’s not simple to regulate the local shops pointing challenges with those selling small kiosk.
“Our biggest issue here is with those who are operating small shops because they are also selling some alcohol, they open very early in the morning where if there is somebody coming with money like to buy sugar you find they buy alcohol on top,” Wani said
He urged the government to come to their rescue since the issue of over drinking of Alcohol has become so rampant in the district of Obongi
Juan Jane Sereno another community member based in unit E says she much agree with the directive issued by the minister but also looking at the order side which may affected the struggling single mothers who are surviving on the sale of local alcohols.
“These mothers of ours who used to barrow alcohol in order to get money and pay school fees for their children, and when we stop them from such activities, it’s going to be worse” she said
According to the official letter from the ministry dated on august 10, 2026 to all LC 5 chairpersons, city mayors, division mayors and council speakers this should take immediate effect.
