Road opening in Sambya North Cell Arua Central Division has been put on hold as residents cited lack of awareness, corruption, bribery and diversion of roads from the original plan to benefit the rich and among other issues.
This complain comes as Arua central division council advances with road opening projects to ensure clear community access roads in the division.
Denis Awekonimungu the vice LC I chairman of Sambya North cell argues that the road which affected his building was diverted from its original position and he cited the tendency of bribery in the road opening process since the initial road designs were not followed during the pegging process.
“Why hasn’t the road passed as marked, we shall truly know that we are all affected, I request council not to divert the road towards innocent people and they should follow the right procedure”.
About 4 to 5 roads have been earmarked for opening in Nsambya north cell by Arua Central Division in the ongoing process.
Josephine Andiru a resident of Nsambya North cell and former councilor in the then Arua Hill division council accused Arua Central Division council authorities of diverting the road from its original position without engaging them as residents of the area.
“There was no road planned here except another which was opened already. So our argument is that why they are not following the original position of the road other than coming to disturb us here for nothing, she argued.
One of the affected residents in the cell only identified as Elly requests Arua central division council to follow the roads which were already opened by former leaders in the then Arua Hill Division council and maintain the roads to avoid confusion.
“You cannot open up a road and abandon it, is council planning this roads for human beings or animals. Because you cannot wake up one morning and open up a twelve meter road here when the place is not a commercial place and I don’t even know what kind of income the council will get from this roads” he said.
While responding to the claims, Muzaid Khemis, the Mayor of Arua central division encouraged the community members to seek guidance from the physical planning unit and refutes allegations of diversion of roads to benefit the rich and requests the affected residents to hire a private surveyor to clarify their complains.
Arua central division secured over 100,000,000 shillings from her local revenue to open up new roads, rehabilitate the existing ones to improve access and quicken service delivery in the central business district.
