Tensions mount as Terego district officials threaten to drag Arua district local government to court over disparities in sharing of assets.

In his 2020 letter Hon Raphael Magyezi, the Minister of Local government guided that Arua district shares the assets including the moveables like vehicles, motorcycles among others in the ratio based on the counties of Terego and Vurra while Arua city inherits assets of Arua Municipality.

According to Moses Echat the Terego district Chief Administrative Officer, he has consistently received letters from his counterpart of Arua district asking them to return assets that were given to the seconded staff of Terego district.

“I established in the file a letter written by the CAO Arua in April 2023 that is the third letter talking about Handover of Assets by these officers who were seconded by Arua to our district,” Echat revealed.

Wilfred Saka the Terego district Chairman says, Arua district officials never followed the guidelines issued and cheated Terego instead.

“This letter is written by Honorable Minister for Local government Raphael Magyezi which is talking about Terego County and Vurra County meaning the available assets should have been shared on equal basis, he was not drunk to have written this letter to guide the transition process, in fact we will organize and drag them to court.”

Whereas Alfred Okuonzi the Arua district chairman reiterates that there’s no need for Terego officials to demand for more assets as they utilized the guidelines from the minister to the dot.

“The time the assets were shared, the letter from the Minister was clear and straightforward, the assets were shared in good faith in ratio of 1:3, Terego, Madi-Okollo and Arua district was there, there’s no need to look back, I think it’s like they are looking for problems, if there are problems, somebody should not drag Arua district. Why should there be bickering, quarrels over assets that the leaders should handle?”

In 2020, Parliament of Uganda created 15 Regional cities in which Terego County broke away from Arua district to form an independent local government as Vurra county remained the residual Arua district.
