Terego district has received 1.45 billion shillings for staff recruitment after a long struggle to deliver quality services to the population.
According to Moses Echant the Chief Administrative Officer, the district intends to recruit over 300 technical officers in Health and Education including the newly coded health facilities of Mt. Wati Health Center III and Uriama Health Center III.
Echant further elaborates that staffing level at health facilities is at 23%, far below the bare minimum while in education currently stands at 47%.
The CAO reveals that the district for close five years had gaps leaving several Heads of Departments in acting positions including the Physical Planner, District Health officer, District Engineer, Principal Human Resource in charge of administration, Natural Resources Officer, the Commercial Officer among others which they hope to recruit under the available wage.
“We have secured wage to recruit staff under health Shs 550 million, Education Shs.400 million, and traditional wage of Shs 500 million, so progressively we want to close the human resource gap and we skill them and then we train them to ensure that they deliver the services at the communities there as the level of service delivery also improves.”
Omugo health Center four is one of the key facilities burdened by overwhelming patients turnout with the greatest staffing gap, Dr. Bavule Moses the in charge of the facility says the most affected areas are maternity, Out Patient Department and medical wards.
“We have staff shortages particularly in maternity right now we have only two midwives which is overstraining them looking at the bigger number of mothers seeking antenatal services, in a month we deliver about 180 to 200 mothers.”
Gogo Rashid the Chairperson Health Management Committee of Omugo Health Center four is optimistic that once the recruitments are done there is of improved service delivery.
“This health facility was designed to help only 50,000 people when it was under Arua district but now with the influx of refugees our catchment population has grown to 132,000 people.”
Terego district was created in 2020 at a time ministry of public service subsequently blocked recruitments to conduct a payroll audit and cleanup affecting service delivery in the district.
