Authorities in Terego district have launched a forensic audit into the records of the district assets following concerns by citizens over mismanagement by some of the district staff.
It has been noted that since the secondment of skeletal staff from the onset of Terego district in 2020, several technocrats went with assets including motorcycles that were supposed to first be registered at the district inventory and that the assets have not been put into good use for the benefit of the population.
Moses Echat, the Terego district Chief Administrative Officer says he received several informal complaints about mismanagement of some of the assets by the staff of the district adding that the law also demands them to periodically carryout such an exercise annually for an informed decision.
“The greatest concern for this annual inspection of vehicles, equipment’s, plants and assets in the district emanates from the fact that Terego district Local government when it was created from the then Arua district local government in 2020 had some seconded staff here and it is feared by some stakeholders that some of these assets are not been managed well,” Echat noted.

The CAO also confirmed that Arua district local government has written three times to his office demanding for motorcycles that remained in Terego County at the time the district was created in 2020 something that needed to be acted upon.
Wilfred Saka the Terego district Chairman raises concerns over unequal sharing of assets between Arua and Terego districts which should first be resolved as Terego keeps records of what is in her possession in the meantime.
“Who are these people making noise? Instead of making noise about failure to give the district graders, they are making noise about hidden motorcycles. Arua they bewitched?” he said furiously.
Meanwhile Godwin Angalia the Terego Resident District Commissioner explains that updating the asset register is an annual event that all local governments are obliged to conduct for proper planning and improving service delivery.
“This process will help the government in budgeting process, it will also help the government in managing her expenditures.”
The public standing 2021 stipulates that all public officers are expected to account for assets apportioned for their work in trust of the people of Uganda.
