ULGA URGES GOVT TO PRIORITISE LOCAL COUNCIL ELECTIONS

The Uganda Local Government Association (ULGA) and the Urban Authorities Association have expressed concerns over the government's decision to repeatedly extend the tenure of local council 1 and 2 leaders, rather than holding elections.
According to Ibrahim Kitatta, Vice President of ULGA in the Central Region, this move has deprived citizens of their right to elect local leaders in a timely manner.
"The continuous extension of the tenure of office bearers is a clear signal that the government is not prioritising these elections," Kitatta said. "We urge the government to align local council elections with the general five-year cycle."
ULGA officials, led by Kitatta, appeared before the Public Service and Local Government committee of Parliament to submit their concerns.
They proposed that Parliament withhold budget allocations for general elections until local council elections are aligned with the five-year cycle.
Additionally, ULGA requested that the government develop a mechanism for conducting bye-elections in cases where local council leaders have passed away, ensuring continuity.
They also called for a review of the voting method, citing the current lining-up method as a source of conflict in communities.
Regarding the ex-gratia and facilitation for local council leaders, Committee Chairperson Martin Ojara Mapenduzi revealed a proposal to increase their ex-gratia from 10,000 shillings to 30,000 shillings per month.
