Beneficiaries of the Uganda National Rescue Front (UNRF) in Moyo District have raised concerns over delays in receiving their arrears, saying they have waited for about a year despite repeated promises from the office of the Resident District Commissioner (RDC).
According to the beneficiaries, their payments and other benefits have remained pending, leaving many of them frustrated.
Tembo Kizito, a beneficiary who registered on behalf of his parent, says he has not benefited from the programme despite completing the registration process.
“My parent was one of the ex-combatants, it was last year when we started this program actually officials from UNRF came and told us to register to open accounts but up to now we have not benefited and didn’t receive any feedback and when are we going to receive our UNRF money, for sure we are not happy for these people,” Tembo stressed.
Another beneficiary, Dudu Juspina, a widow, has also decried the delay, “My husband was an army he served in Uganda People Defence Forces (UPDF) for a long period of time but till now I as his widow I gained nothing after trying all means to get these arrears to well support my family, Iam appealing to the minister of local governments to help me out so that I get my share,” Juspina cried.
However, the Minister for Local Government, Balaam Barugahara, appeals to the office of the RDC to respond to the beneficiaries’ demands with immediate effect, “Whatever happens in local government I am the eye of government, am the overseer of whatever is happening here so RDC come and answer to cry of your people because the president’s dream was to help the support the poor to make sure the poor’s children in Moyo, in Yumbe, in Maracha and Terego get clearance of their parents arrears,” Balaam emphasized.
Responding to the concerns, Julius Nyerere Ambama, the Assistant Resident District Commissioner of Moyo said all the demands raised by the UNRF beneficiaries are in the pipeline and are expected to be addressed.
“It’s true UNRF compensation is under my desk, last week I spoke with the commissioner finance, ministry of defence and veteran affairs they have already entered in the system payment for Dufile sub-county,Laropi,Moyo sub-county, Metu sub-county finally they were finalizing with Otce sub-county because there was a mess in the details of the beneficiary and I want to assure my people by the end of this month or early next month you will start receiving money this is the report from the ministry of defence” Nyerere resounded.
The Uganda National Rescue Front, UNRF, was a rebel group that operated in Uganda’s West Nile sub-region between 1980 and 2002. It was founded by former Uganda Army soldiers and other individuals from the West Nile region and was led by Major General Ali Bamuze.
