USPC PLANS TO PRINT LAND TITLES, BALLOT PAPERS AND OTHER GOVERNMENT DOCUMENTS

Uganda Security Printing Company Limited says it plans to expand into the production of land titles, educational certificates and ballot papers as part of efforts to reduce reliance on foreign printers.

The Uganda Security Printing Company Limited (USPC) is preparing to expand its operations beyond national identity cards to produce a wider range of sensitive government documents locally.

Speaking during the My Identity Expo and Symposium 2026 at Kololo Airstrip, USPC Management Coordinator Hajj Sulaiman Nsubuga said the company has already printed 24 million national identification cards for the National Identification and Registration Authority (NIRA).

Nsubuga said the company plans to produce other official documents, including land titles, educational certificates and ballot papers. “This company will be printing all Ugandan official documents, including national IDs, land titles, educational documents and ballot papers. With time, we shall also start printing our own money,” he said.

He said producing the documents locally would strengthen the security and confidentiality of sensitive government information by reducing reliance on foreign printing companies. “This will help to keep privacy in our country unlike printing these documents from other countries,” Nsubuga said.

Nsubuga said major infrastructure works at USPC’s facility in Entebbe have been completed, with the company now preparing to install specialized equipment required for production. “We are done with building the company infrastructure in Entebbe. What is left is putting in the instruments required for production,” he said.

The expansion is also expected to create jobs and build local expertise in security printing technologies.

Uganda Security Printing Company Limited is a government-majority company established to provide security printing and secure-document solutions.

It is owned 51% by Uganda Printing and Publishing Corporation (UPPC), with the remaining 49% held by German security-technology companies, and handles sensitive government documents and related systems.

Nsubuga said USPC’s long-term vision is to meet Uganda’s demand for secure government documents while contributing to local industrial development and employment.

The announcement was made during the three-day My Identity Expo and Symposium 2026, which brings together government agencies, private-sector players, development partners and the public to discuss identity systems and secure documentation.

The planned expansion comes as Uganda seeks to increase local capacity to produce critical national documents while protecting sensitive information and reducing dependence on foreign suppliers.
