Stakeholders in Arua district have expressed discontent over the directive by the minister of local government Raphael Magyezi to have entire Vurra Sub County as a town council other than council’s proposal to create Odumi as a town council with two parishes only.
Minister Magyezi during an extra ordinary visit to Arua district on Saturday (February 15, 2025) met the district executive committee at Hotel Le Confidential where he directed them to consider merging the 10 parishes of Vurra sub county into a town council or else use Odumi as the name for entire Vurra in order to have a district head quarter moved away from the city.
Arua district NRM vice chairman Boniface Alioni questioned minister Magyezi for taking long to decide on the district head quarter.
“We are very very disappointed with the minister of local government, he took his own time, the delayed and refused to gazette he district headquarters now that electoral commission has demarcated administrative units, has gazzetted polling stations the minister is now getting concerned, we are disappointed in this, if he is not ready to gazette Arua district Headquarters and town council at the moment, we better go without it”, Alioni castigated.
Geoffrey Asindu a resident of Ringili parish in Vurra Sub County equally objected curving entire Vurra into town council.
“Vurra is going to remain as a sub county that is our suggestion as people of Vurra, if we change Vurra to be a town council it is going to be very difficult, the main service will not come,” Asindu said.
Hon. Ezatibo Kizito the speaker of Vurra Sub County who doubles as the area councilor for Kuluva parish revealed that as council they have objection to this directive.
“We have been demanding for more administrative units in Vurra, the whole of Vurra to be in a town council we shall not really see any change because as per now, service delivery is very difficult for us, as a council we can’t really buy that idea that the whole of Vurra be a town council, no,” Ezatibo objected.

Meanwhile Arua Resident District Commissioner Swaibu Toko however called for calm, “The people of Vurra should be calm, whatever decision taken was taken in good faith and whatever decision taken was taken is for the benefit of the people of Arua, no executive should say am not part of that, nobody should point accusing fingers to any leader,” Toko assured.
If granted Vurra town council will cover about 10 parishes with around 80 villages.
