2026 AT GLANCE: ARUA CENTRAL DIVISION COUNCIL PROPOSE MORE ELECTORAL AREAS
Arua central division council in season to discuss the demarcation of the electoral areas.

Arua central division council in Arua is demanding for creation of more electoral areas a head of the 2026 general election citing the high population of the division which according to the council is under represented in both the division and city councils.
According to the 2024 national household and population census report by UBOS, Arua central division’s population stands at 134,938 people, making Arua city the second densely populated city in the country.
Speaking during the 4th council sitting on Thursday, April 17, 2025, Hon. Hamid Salim the secretary for finance, planning and administration for central division submitted that more representation and administrative units be granted to central division.
“Arua central division generates 80% of the total revenue of Arua city and it is only represented by two councilors in the city out of 18 councilors, central division needs to be reverted to its original divisions of River Oli and Arua Hill,” He said.
Arua central division that has about 50 cells comprises of about 51% female as the total population of the division.
Hon. Nadia Hassan the female council for Awindiri ward to central division equally called for more representation of women in the division council. “I want to remind here that in the population census, women represent 51%of the total population and I think we should go deeper in seeing women’s representation is increased especially from the wards of Mvara, Awindiri and Kenya ward, I propose the number of women representatives from these wards be increased,” Hon. Nadia expressed.
Meanwhile Arua city legal officer council Henry Odama guided the council that; “All what we can do is to come up with such a petition through the area member of parliament and then it is forwarded to the speaker of parliament, it is all about whether we have the justification,” Council Odama instructed.
Arua central division which encompasses the two former division of Oli and Arua Hill under the then municipality is currently represented to the city council by only two councils who are all held in the executive with the female as secretary for social services and male as city deputy speaker.
