Gulu Regional Referral hospital contractor arrested over breach of contract

The Contract manager and 2-others working with Block Technical services have been arrested for failure to complete construction of 54-unit staff house at Gulu Regional Referral Hospital. Block technical services was contracted to awarded contract in 2014 but to date the work stood at 70-percent completion despite receiving all 7.3-billion shillings as per the contract cost.

State Minister for health in charge general duties Anifa Kawooya who was ordered for arrest of Mugaya Ian Brian contract manager for bridge of contract by the anti-corruption unit of the state house and taken to Gulu central police station. According to Minister Kawooya, the initial contract cost was at 6-billion shillings but the cost was revised after some period of time to 7.1-billion shillings where the company had no reason to leave the work at 70% having received 100% payment.
According to a report from ministry of health, Block A and B of the structure has been roofed and painting on going meanwhile Block C is still at walling. The report also indicated that, payments to the contractor was done to Zero but the contractor is yet to do wiring and plumbing works in the building which is 2-storage building.
In a report submitted to the minister signed by Ian Brian Mugaya, the contactor is again requesting for additional 2.7-billion shillings and 6-months to complete the work. The document further says, delay to complete the work came from funding constraint.

The completion works was initially meant for 2017, The hospital administrator of Gulu regional referral hospital James Ojwang however says many medical staff are non-residents making monitoring a bit difficult, We have failed to attract staff transferred here because of fear to renting accommodation here in Gulu with large families, Ojwang Added.
Gulu regional referral hospital has close to 440 staff but less than 20-are being housed in dilapidated structures build between 1934 and 1970s.
